The ACI Foundation is a non-profit organization established by the American Concrete Institute (ACI) to promote progress, innovation, and collaboration by supporting research and scholarships, while also serving as an independent resource to provide thought leadership and strategic direction for the concrete industry.

He earned his BSE in civil engineering from Tulane University in New Orleans, and MSE and PhD in civil engineering from the University of Texas at Austin. After receiving his PhD, he worked with Modjeski and Masters Consulting Engineers on several projects, including the seismic retrofit of the San Mateo Bridge crossing the San Francisco Bay in California.

Throughout his career at Purdue University and association with ACI, Frosch has received the Arthur J. Boase Award, the Young Educator Achievement Award, the Harold Munson Teaching Award, the Edmund M. Burke Outstanding Professor Award, the Roy E. and Myrna Wansik Civil Engineering Research Award, the Young Members Award for Professional Achievement, and the Outstanding Young Alumnus Award.

Rushing is a Vice President and Manager of the Civil and Environmental Engineering Department at Waldemar S. Nelson & Co., Inc, New Orleans, LA.
